The Government SIG hosts monthly conference calls to discuss topics or techniques relevant to the practice of OD in federal or local government.

Vision:      We hold ourselves accountable as life-long learners in the field to contribute to the future growth and knowledge of government and public sector OD practices.

Mission:   To share best OD practices, trends and policies in the government and publicsectors through monthly SIG meetings for both internal and external consultants.

Certified Professional Facilitation
Karen Buehler will be presenting the core concepts and practices of Certified Professional Facilitation, based on the international Association of Facilitators (IAF) CPF certification model.  In addition, she’ll provide some of the best practices from leadership and organizational communication that support us in obtaining buy-in to meetings and retreats.  In addition, she’ll provide some techniques on obtaining decisions from management and stakeholders; attending to both “people” and group needs while creating a safe environment.

Dealing with Covert Processes is offered through NTL Institute as an advanced 6-day workshop for individuals to help them better address the hidden dimensions of individuals, groups and organizations that can limit performance and block change. Some examples of these hidden dimensions include organizational politics, unexpressed emotions, untapped inspirations, blocking mindsets, and the impacts of unconscious dynamics. All of these hidden processes limit choice, block creativity, and trap individuals, groups, and organizations in repetitive and often self-defeating behavior patterns. The overall purpose of the workshop is to empower participants to develop more effective ways to create change, excellence, and high performance in themselves and their organizations.

Bob Marshak, a global consultant, NTL Institute Faculty who is currently scholar in residence for the AU/NTL Masters of Science in OD Program at American University, and a former internal OD practitioner in the federal government will host a special event for the CBODN Government SIG on the hidden dimensions of organizational change. Join us for a peek into Dr. Marshak’s thinking and advice about dealing with covert processes and organizational change. The ideas will be drawn from his recent book, Covert Process at Work: Managing the Five Hidden Dimensions of Organizational Change, Berrett-Koehler, 2006.

The Role of Culture in Government  
Christopher Jones of Source POV will lead a brainstorming session on the role of culture in government and the forces that shape it. We'll seek to understand the nuances of culture, its impact on organizational effectiveness and mission achievement, the role of OD, and the implications of Gov2.0. Chris will provide some background to set context, then facilitate a conversation along the following lines:

 

   1.   How do we discuss culture and its impact in practical terms?

   2.   How is culture in government different from that of other large organizations, and how is it similar?

3.   How might we reconcile & align differences across cultural divides?

4.   Can the culture of government be changed (or influenced) and if so, how?

Chris plans to post additional framing on the "semantics of culture change" prior to this session, so watch for a link on the Gov ODN group page at GovLoop. Good background reading: W.Eggers & J.O'Leary "If we can put a man on the moon .."  Culture is an important and complex topic, so expect a lively discussion. Topic: – Comparing internal OD services and offerings among Federal agencies

Mark Meadows will be leading our May 26th, 2010 con/call from noon until 1:00 p.m. Our session on May 26 is at the heart of our group’s mission – “To share best OD practices, trends and policies in the government and public sectors....” Mark Meadows, an associate from Booz Allen’s Human Capital and Learning team, will share highlights of his recent work assessing and developing an organization development and learning function for a federal government client. With a series of questions he will then facilitate a group conversation about OD practices and trends that we are all sharing with our clients today.

Topic: – Culture of Collaboration: Building participation, inclusiveness and transparency at TSA, presented by Diane Ditzler

The Transportation Security Administration(TSA), part of the Department of Homeland Security, serves in a high-stakes environment to secure the transportation infrastructure from terrorist attack and ensure the freedom of movement for people and commerce. TSA’s 50,000 employees are ‘the face of America’ across the US. TSA’s Office of Collaborative Strategies takes a systems approach to establishing a workplace environment. The ICMS, Its cornerstone, focuses on ‘how people treat each other, how problems are solved and how decisions are made’. This session will provide information on the ICMS framework, including the ICMS Maturity Model, which serves as a roadmap for implementation. This workshop will also provide innovations and lessons learned for practitioners who wish to learn about cutting edge organizational development practices.

Sunny Hester is the Director of the Human Capital Management Team in the Office of Human Resources for the US Department of Health and Human Services. She provides internal Organization Development consultant services to the eleven Operating Divisions and 21 Office of the Secretary Staff Divisions. Sunny is the HHS Point of Contact (POC) for many of the Departmental Human Capital Initiatives like Workforce Planning and Analysis, Organizational Assessments, Succession Planning, Competency Development, Business Process Reengineering and the Employee Viewpoint Survey.

Prior to federal service, Sunny’s professional highlights includes: Booz, Allen, Hamilton; EdgeMark Systems, the National Association of Credit Managers, Lockheed Martin and Digital Equipment Corporation. She received her undergraduate degree from the University of Maryland in Business and Technology Management and her masters in Organization Development from American University School of Public Affairs (AU/NTL)
