Harold has been with the Federal government for six years and is the HCAAF System Manager for Leadership and Knowledge Management for the U.S. Office of Personnel Management. He provides oversight and consultation for government-wide succession plans, leadership development programs, knowledge management strategies, and continuous learning initiatives at Federal agencies covering a workforce of 1.8 million employees.
Harold has worked with companies in oil and gas exploration, production, and distribution; electrical production and distribution; manufacturing; financial; and entertainment industries to optimize human capital practices.
Harold has a Ph.D. in Adult Learning, a MA in Counseling, a BBA in Management, completed the US Air Force Air Command and Staff College and holds the FAA Airline Transport Pilot and Flight Engineer certifications and is a Master-level SCUBA instructor.

In a recent survey of our SIG members, two of the top topics of interest were leadership development and knowledge management. Our June presenter is Dr. Harold Welch and he monitors the annual submissions of agency Human Capital Reports. In this capacity, he works with the Chief Human Capital Officers (CHCO) Council and he will share with us the latest developments at OPM and the most recent benchmarked best practices for these programs.
